When an existing charter organization within Los Angeles submits a new charter petition they are subjected to a rigorous review process that includes an assessment of their previous academic performance first and foremost, as well as their finances and governance. LAUSD's Charter Schools Division is staffed with more than 50 former educators, data analysts, and legal and financial experts that assess these areas. I don't think the issue with growth is determining which schools perform well.
