The majority of costs at LAUSD should be "variable", that is they should "flex" with the number of students. Note that facilities, which tend to be "fixed" costs, are fully paid separately by taxpayer bonds. So setting them aside, you need x teachers for every yy students, x administrators for every yy teachers, etc. There may be maybe 100 people (like the Superintendent, Chief Academic Officer, etc.) that are "fixed". So LAUSD should be reducing their costs naturally with enrollment decline. And the rate of enrollment decline is slow enough (natural or charter created) that natural attrition (not layoffs) would do the trick.
