There isn't a single perfect measurement, however teachers should be evaluated using a comprehensive process (including parent, student and peer ratings, direct observation, student outcomes and growth, etc.) that are all reviewed by school leaders, Chief Academic Officers or their equivalent to inform the evaluation. All of these scores need to be taken in context by the school leaders though. One set of scores for a teacher who has a lower % of special ed students, is operating in a school with serious behavior issues, or has low parental involvement won't necessarily by apples-to-apples for another school that is the opposite.
