We definitely have many great teachers that choose to come to LAUSD, but there are many others that are deterred by the challenges of being a public school teacher. Many talented teachers quickly get their bubbles burst when they are fired during budget cuts, simple because they are new teachers - even if they are award winning teachers that are the best in their school. The seniority laws are brutal and not good for kids. Also, high performing people want to be around high performing people. If you are an A+ teacher and your surrounded by several tenured teachers that should be terminated, but won't be terminated... charter or private schools start looking pretty darn good.
