My instinctive feeling is that the boss (i.e. the principal) should make these judgements, just as is the case in other organizations. This opinion has come under attack by teachers who claim it lays them open to unfair treatment. But generally we hire bosses -- or principals -- because we think they will do a decent job, and I would advance that if they don't it will probably become evident before too long, as a pattern of malpractice will emerge, and then there will be opportunity for redress (the community will insist the unfair/incompetent principal be replaced.)by Heidi Preston
