Yes, but you can adjust for that by seeing how a particular kid with a particular ability re testing did last year, and the year before, and make a judgment based on that. If, say, he/she doesn't test well, consistently, but tests better after a year with certain teachers, that can give you an idea of the quality of the teaching. You do the same with an entire class, and it would give you an even clearer picture.by Heidi Preston
