There needs to be an independent entity overseeing the Prop 39 process to ensure fair application of the law. We need far more transparency on the number of classrooms available at each school. And efforts should be made to locate charters on a single site in the communities where the families they serve live. Right now, LAUSD uses the Prop 39 process to thwart West Side charters, which just contributed to the demise of City high school and the crippling of Westchester Secondary Charter. Steve Zimmer is not helping at all. In fact, he seems to behind the efforts to harm charters and make life difficult for families by moving them across town -- no doubt at the behest of his UTLA donors.
