I agree re: an independent entity overseeing the process -- and would just add that this entity should work to provide better incentives to both schools to work together. For example, maybe the fee the charters have to pay LAUSD for space should go directly to the co-located district school. Or maybe there should be some joint professional development or sharing of resources (e.g. a theater teacher or coach). LAUSD leadership talks about wanting to serve "all kids" but really makes it difficult for those kids in co-located spaces.
