I feel that when you make a comment like that, you should use some specificity, because I'm not sure what you mean. Can you explain the difference between how regular schools serve "all" kids, and charters don't? It's true there are charters that specialize or have a certain focus -- say stem or the arts or something else -- but that is true of magnets in the regular system. There are also many charters that are very traditional in the curricula, and very similar in that way to the regular LAUSD schools.
