"Segregation" is a less biased word? The press release that you provided is the one where John Deasy accused these same parents of working against the civil rights of their own children. That is an offensive statement that suggests that the District is in a better position to decide what is better for children than their own parents. These children are not being segregated, they are being nurtured in a protected environment that used to also include general education students. The decision to close these centers had nothing to do with protecting children, it was all about reducing costs.
