The previous comment makes it sound like Ms. Garcia voted against special education, which isn't true. She voted for integrated special education and not segregating special education. There are many parents and educators who feel special education students should be integrated and not segregated. So, by saying it was a "civil rights win," they were stating their belief that special education should be integrated and not segregated. The previous comment was misleading.by loren
