Finland is very different than the US. It is much smaller and much less diverse. They are also much further along at encouraging and attracting the best and the brightest into the teaching profession. If you have a system that can attract and retain the best teachers I think standardized tests are less important. We aren't there yet in the US. And we are so large and diverse too... we need to have some objective ways for quantifying school performance and standardized tests have to be part of that. They can't be the whole thing... and we have to work hard to make sure we are using tests that cover the most important information... but they are still a useful tool for us.by LC77
